Emma Theofelus, recently reappointed as Namibia’s Minister of Information and Communication Technology (ICT) by President H.E. Dr. Netumbo Nandi-Ndaitwah, is a pioneering leader shaping the nation’s digital future. Her tenure is marked by a commitment to advancing government communications and fostering national digital transformation.
Born on March 28, 1996, Theofelus made history as the youngest woman government minister in both Namibia and Africa. Her journey in public service began in 2020 when, at just 23 years old, she was appointed Deputy Minister of ICT, making her Namibia’s youngest Member of Parliament and Africa’s youngest minister. In this role, she played a critical part in shaping the country’s ICT policies, improving access to information, and promoting socio-economic growth.
In February 2024, Theofelus was elevated to the position of Minister of ICT by the immediate past President, Nangolo Mbumba, where she continues to drive legislative and policy reforms to modernize Namibia’s digital landscape.

As a Member of the National Assembly (2020-2025), she champions youth engagement in governance through initiatives like “Bring a Buddy to Parliament,” encouraging young people to participate in the democratic process and aspire to public office.

Before her political career, Theofelus served as a Legal Officer at Namibia’s Ministry of Justice (2019-2020), specializing in international humanitarian law and legal cooperation. She also worked as a Legal Policy Advisor for NANSONA, providing legal counsel and reviewing organizational policies. Her advocacy for social causes began early, with roles as a Children’s Rights Support Officer (2015-2017) and a volunteer mentor with KAYEC Trust, empowering youth in public speaking and self-confidence.
Theofelus’s dedication to education is reflected in her tenure as a Board Member of the National Council for Higher Education (2017-2020), where she worked to elevate educational standards in Namibia.
