Nigeria’s Minister of Communications, Innovations and Digital Economy, Dr. Bosun Tijani, while representing Nigeria’s Vice President, Kashim Shettima, has entered an agreement with France to commence the Investment in Digital & Creative Enterprises (I-DICE) program.
The I-DICE program is an initiative organised by the Federal Government of Nigeria, with the Vice President’s office heading it. The program aims to empower young Nigerians by creating job opportunities within the digital and creative sectors, contributing to the nation’s economic growth.
France’s Contribution
The French government, represented by Minister for European and Foreign Affairs, Ms. Catherine Colonna, demonstrated its commitment to the I-DICE program by pledging $116 million. This funding is part of an overall $600 million budget allocated for the program, signifying a strong commitment to the growth of Nigeria’s digital and creative industries.
Alternate Funding Sources
Besides France’s donation, which was made through the French Development Agency (AFD), the I-DICE program will also benefit from additional financial support from institutions including the African Development Bank, the Islamic Development Bank, and the Bank of Industry.

In a LinkedIn post on Saturday, 4th November, Dr. Tijani expressed gratitude to France and other supporting entities, for their part in helping Nigeria on its path to creating an inclusive and prosperous economy, as envisioned by President Bola Tinubu.
