Network International has appointed Vladimir Malugin as Managing Director, Acquiring Business for the Middle East and North Africa (MENA) region.

In his new role, Malugin will lead the growth of Network International’s acquiring business across the region. His mandate includes strengthening customer relationships, expanding market presence, driving commercial performance and delivering sustainable growth across key acquiring segments.

Malugin brings extensive international experience in payments, fintech, commercial strategy, product management and operations. His leadership career includes senior positions at Property Finder, PayU and PayPal, where he successfully led large-scale businesses, commercial transformation initiatives, market expansion strategies and payment operations across multiple geographies.

At PayU, he served as Chief Commercial Officer of the Global Payments Organization, where he was part of the leadership team that turned the business around, achieving a 30 percent revenue compound annual growth rate and significantly improving operational efficiency. He also held interim Chief Operations Officer responsibilities, overseeing customer support, financial operations, fraud management, KYC/AML processes and settlements.

Earlier, as CEO and Chairman of the Management Board of PayPal Russia, Malugin built the local operation from securing a banking licence to capturing a substantial share of the cross-border e-commerce payments market. He drove merchant and consumer growth, launched local financial products and worked closely with regulators.

His earlier career includes regional leadership roles at HTC, Polaroid and Eastman Kodak, spanning sales, marketing, operations and market development across Europe, the Middle East and Africa.

Network International said Malugin’s deep industry expertise and proven track record will play an important role in advancing the company’s growth ambitions and delivering greater value to customers as it continues to strengthen its acquiring proposition across the region.
