Oracle has announced that the UK government’s Synergy Programme, which will provide shared services for the Department for Work and Pensions (DWP), Department for Environment, Food & Rural Affairs (DEFRA), Ministry of Justice (MoJ), and the Home Office, has selected Oracle Cloud to power its new shared services platform.
This initiative will streamline corporate services, reduce costs, and standardize finance, supply chain, and HR data across these departments.
The Synergy Programme aims to implement next-generation shared services for these major government bodies, impacting nearly 250,000 civil servants. By adopting Oracle Fusion Cloud Applications Suite and Oracle Cloud Infrastructure (OCI), the program will introduce a unified operating model, enhancing efficiency and transforming corporate services. The integration will standardize key operations such as finance, supply chain, and human resources.
Chris Murtagh, Chief Technology Officer and ERP Programme Director for the Synergy Programme, highlighted the scope of the project: “We are building a common operating model and establishing business processes that will be used collectively across four Departments that employ nearly half of all civil servants in the UK. Oracle Cloud will create a single platform that will expand insights, increase efficiency, and allow us to better meet the needs of citizens.”

Oracle’s cloud technology will be pivotal in modernizing operations within the government, supporting areas like finance, HR, and supply chain management. The shared platform will include Oracle Fusion Cloud Enterprise Resource Planning (ERP), Oracle Fusion Cloud Human Capital Management (HCM), and Oracle Fusion Cloud Supply Chain & Manufacturing (SCM). Additionally, Oracle Fusion Data Intelligence and OCI will bolster analytics, enhancing decision-making across departments.
Siobhan Wilson, Oracle’s senior vice president and UK country leader, emphasized the move’s importance: “Governmental departments are under ever-increasing pressure to ensure efficiency and cost-effectiveness. The move to Oracle Cloud will increase efficiency and deliver more value to UK citizens.”
The platform’s implementation will be managed in collaboration with DWP, Oracle, and Oracle PartnerNetwork (OPN) members IBM and Deloitte. The project will run on Oracle Cloud for UK Government & Defence, ensuring the highest security and performance standards.
