Tunisia’s Minister of Communications Technology, Sofiene Hemissi. said the North African nation is set to implement a comprehensive digital transformation and artificial intelligence (AI) strategy, a move aiming to enhancing infrastructure, public services, and the digital economy.
The announcement was made during the 10th International Forum for Chief Information Officers (CIOs), which took place in Hammamet
Minister Hemissi highlighted that the national digital transformation strategy will focus on digitizing administrative and public services, fostering the digital economy, and bolstering innovation and entrepreneurship in digital fields. Key areas of development will include communication network infrastructure and a stronger legislative framework to ensure cybersecurity.
The AI strategy, slated for launch in 2025, aims to integrate AI across crucial sectors such as health, education, environment, and transport. This strategy will support the use of open data and digitalization efforts while establishing incubators and support programs for local tech ventures.

The new strategy builds upon Tunisia’s 2022-2025 digital plan, which positioned the country as a digital leader within Africa. According to a recent report by the International Telecommunication Union (ITU), Tunisia ranks 8th on the continent for ICT development, scoring 77.2 out of 100. Additionally, the United Nations’ E-Government Survey 2024 places Tunisia as North Africa’s top performer and third across Africa, with a score of 0.6935, surpassing the African average of 0.4247.
By implementing these strategies, Tunisia aims to unlock its AI potential and drive broader adoption of digital technology, positioning itself as a key player in Africa’s digital landscape.
