Kitsoft, an international GovTech company with Ukrainian roots, has entered into a Memorandum of Understanding (MoU) with the Smart Africa Secretariat to strengthen cooperation around the digital transformation of Africa’s public sector.
The partnership will centre on three major areas: Digital Public Infrastructure (DPI), e-governance and artificial intelligence. Through the collaboration, Kitsoft and Smart Africa will share practical knowledge and experience in digital government, organise joint expert and training programmes, and explore opportunities to develop digital public services using low-code technologies.
Smart Africa is an alliance comprising 42 African countries focused on accelerating digital transformation across the continent and supporting the development of a unified digital market. The organisation facilitates collaboration among governments, technology companies and international institutions, allowing members to share knowledge and work together on digital solutions.

Under the partnership, Kitsoft will provide Smart Africa with insights from its experience deploying low-code technologies for digital public services. The company’s Liquio platform is currently used at the national level in Ukraine and has operated under the demanding conditions created by the country’s full-scale war, including exposure to large-scale distributed denial-of-service (DDoS) attacks. The technology is designed to help governments develop and expand digital public services more quickly.
Kitsoft’s open-source Liquio Community Edition also allows governments to install the platform on their own infrastructure, customise it according to their requirements and manage the development of digital public services independently. This model could be particularly useful for countries seeking to build domestic digital infrastructure while retaining greater control over their digital systems and strengthening digital sovereignty.
